Caleb Caroll

Director, National Investigations and Law Enforcement Development

Caleb Carroll is the Director of National Investigations and Law Enforcement Development (NILED) with International Justice Mission (IJM) Philippines. He leads a team which is focused on partnering with and supporting Philippine law enforcement in combatting trafficking online sexual exploitation of children. The Philippine Investigations and Law Enforcement Development teams are heavily involved in collaborative casework assistance, training and technical advisement, government advocacy, financial and logistical support, and international law enforcement collaboration efforts on this crime-type – particularly through IJM’s role as a founding member of the Philippine Internet Crimes Against Children Center (PICACC).

Caleb joined IJM in 2019 as an Internet Crimes Against Children (ICAC) Specialist, where he was working shoulder-to-shoulder with law enforcers in the PICACC, and was promoted as the Director of NILED in 2021. Prior to joining IJM, he was a law enforcement officer in the State of South Carolina (United States of America) for almost fourteen years – most of which was as a Deputy Sheriff for the Anderson County Sheriff’s Office. His experience was diverse, serving in uniformed patrol, as a field training officer, a K-9 handler, an instructor, and a detective. During his time as a detective, Caleb investigated violence committed on women and children; particularly sexual violence. This included a primary caseload as Anderson County’s ICAC detective. He was assigned to the South Carolina Attorney General’s Office ICAC Task Force and was a member of the Foothills Human Trafficking Task Force.

Caleb is a proud alumnus of the University of Cincinnati, where he earned a Bachelor of Science in Criminal Justice, and he is currently studying at the College of Global Futures at Arizona State University for a Master of Science in Global Technology and Development. He and his family (including their beloved German Shepherd) live in Metro Manila. Caleb is passionate about protecting the world’s most vulnerable populations, especially children.
