Reynaldo Hernandez Bicol, Jr.

Director of IJM Manila

Mr. Reynaldo H. Bicol, Jr. serves as the Director for International Justice Mission (IJM) Manila. IJM is a global human rights organization that secures justice for victims of slavery, sexual exploitation and other forms of violent oppression. IJM lawyers, investigators and aftercare professionals work with local governments in the developing world to ensure victim rescue, to prosecute perpetrators and to strengthen the community and civic factors that promote functioning public justice systems.

Mr. Bicol first joined IJM in 2004 to serve as Special Counsel for Intervention of its Manila Field Office. As Special Counsel, he prosecuted child abuse and sex trafficking cases. Mr. Bicol also managed a legal program that rendered free legal assistance to child prisoners in deplorable jails in Metro Manila, which accomplished the release of more than a hundred illegally detained children in adult prisons. In 2007, Mr. Bicol was promoted as Director of Legal Intervention. Under his direction, IJM Manila’s legal team was able to initiate and prosecute 134 cases of sex trafficking and child sexual abuse in courts, obtain 36 convictions for cases that already reached judgment and cause the permanent closure of 19 bars and nightclubs that exploit minors in prostitution.

In 2012, Mr. Bicol relocated to Pampanga to serve as Deputy Field Office Director of IJM’s office in the province. In June 2014, Mr. Bicol assumed the position of Field Office Director of IJM Pampanga. Mr. Bicol led the Pampanga Field Office until the conclusion of if its anti-sex trafficking project in 2016 which resulted in 86% reduction of the prevalence of minors in commercial sex, which is the highest documented prevalence reduction in history. Aside from serving as Field Office Director, Mr. Bicol has also involved himself in policy reforms and national programs against human trafficking and child exploitation. He has lobbied with Congress and supported the amendment of the Philippine anti-trafficking law and sat in the Inter-Agency Council Against Trafficking for the crafting of implementing rules and regulations of the said law. In 2015, Philippine President Benigno Aquino III appointed Mr. Bicol to the Inter-Agency Council Against Child Pornography to represent the NGO sector. In 2016, Mr. Bicol relocated back to Manila to serve as IJM Manila’s Field Office Director.

Prior to joining IJM, Mr. Bicol was a public servant. He first served as Attorney III and Chief of Staff of the Department of Agrarian Reform Adjudication Board in 2003, where he supervised the resolution of agrarian cases involving landless farmers. In 2004, he served as the Head of the Training, Research and Policy Group of the Department of Budget and Management-Government Procurement and Policy Board where he trained and advised different government departments and instrumentalities towards reforms in their procurement contracts and transactions. He was also a consultant to the Asian Development Bank on its procurement reform project with the Department of Budget and Management for local government units.

Mr. Bicol received his Bachelor of Arts Major in Legal Management, Cum Laude, in 1997, and his Bachelor of Laws from the University of Santo Tomas in 2001. He earned his Master’s Degree in Organizational Leadership from the Eastern University of St. David’s, Pennsylvania, U.S.A. in 2012.
